Developing Early Education and Childcare Services for the 21st Century

This study formed part of the Local Government Association's Educational Research Programme. It was designed to investigate which strategies had been agreed by local authorities for the organisation of their services for children under five in England and Wales. It set out to examine which authorities had adopted which of the three models of organisation outlined above; to describe examples of good practice and to highlight the advantages and disadvantages of different models.
